Instead of replacing old hardwood windows with new, I plan to refinish (re-glaze, add seals, insulate in window weight cavities, etc) my existing single-pane and replace the aluminum storm windows with tight-fitting, long-wearing hardwood storm windows that will (1)keep all that material out of the landfill and (2) give a similar overall R value to replacement windows over the lifetime of the windows (mine are going on 150 years, new windows are design for <50).

Really love this plan.  We did acrylic panels in our single-pane windows.  Our weather isn't harsh, but street noise is a problem.  The acrylic panels do a great job both limiting cold drafts and street noise.  Sounds like you've got a good plan for yours.
