I think what empowers someone isn't knowing the use by, sell by, and best by dates but knowing what they truly will use from the supermarket. I always take a list of foods I plan to prepare for any given week and usually am able to escape the temptations that would take me off of that list. What's critical to preventing food waste is preparation. Know what meals you're going to be eating during the week and stick to them. It will help your diet, your wallet, and the environment. Win - Win - Win!
